Mass Instruction Request (MIR) system

What it is

The Mass Instruction Request (MIR) system is a new automated product that has been delivered by the NSSO. The system has been added to the current HR functionality within the Case Management System (CMS). The system is now live with all Government Departments and you will have direct access through your CMS homepage.

The MIRs can be used to update information for individual or multiple officers in a single request. The system will allow for the submission of four specific HR transactions to the NSSO and will use newly created functionality that will ensure data accuracy is greatly improved, HRMS updates are completed more quickly and that PSS instructions are auto-created based on the information supplied.

Mass instruction types

The MIR system is initially available for the following instruction types:

  • New/Re-Hires
  • Internal Transfers (Now including Allowance & Work Pattern Change)
  • Position Changes
  • Manager Changes

To facilitate HR Departments in using the MIR system and to help you track and manage each Mass Instruction transaction, there are four new pagelets available on the CMS Homepage. The video below will show you how to add these.

Approval mechanism

The Approval Mechanism is a quick and easy feature of the MIR system. It allows each HR Department to check/review and approve each instruction, to comply with your own internal audit and data protection requirements. The instructional video below has more detail.

HR’s role and responsibility

As Data Controllers, the MIR system will allow each HR have more direct control over their data and the new system will provide a number of other benefits for each department. Inbuilt system validations, Data Protection controls, Audit and Approval mechanisms and expedited NSSO system updates will all greatly improve on the current manual processes in place. Individual transaction tracking and automatic payroll instruction mechanisms are also being delivered.

As information provided by HR will be processed and updated across all areas of the NSSO, HR will need to ensure these instructions are accurate and correct. System validations will greatly assist each Department to ensure accuracy and identify missing or invalid data more easily. Responsibility still lies with each Department in ensuring these instructions are correct.

Position change

There are two MIRs which can change an officer’s position information: Position Change and Manager Change. The Position Change MIR can be used to change multiple fields for an officer. See the instructional video below:
